The Washington State Department of Veterans Affairs (WDVA) is pleased to announce an opportunity to truly make a difference in the lives of veterans as a Program Specialist 4. This job is located in Orting, WA.

Please note that this is a project position in accordance with WAC 357-19-305.

The Washington State Department of Veterans Affairs (WDVA) is comprised of more than 800 dedicated staff who strives to fulfill WDVA’s mission of “Serving Those Who Served.” To achieve this mission, WDVA provides critical services to veterans and their families, both in the community and among four veterans’ homes within the State of Washington. WDVA is a national leader in the quality of and advocacy for veterans claims submitted to the U.S. Department of Veterans Affairs, reaching out to Washington’s more than 600,000 veterans.

WDVA operates four veterans’ homes in Port Orchard, Orting, Spokane, and Walla Walla providing Medicare and Medicaid nursing care for honorably discharged veterans, to include, in some instances, their spouses, widows or gold star parents.

Duties
Some of what you will be doing:
This position manages the detailed program components on the Veterans Farm at Orting and oversees training to outside entities as well as assists with direct referrals to services and program emergency assistance throughout the state of Washington.

Key Responsibilities:
Exercises judgment and provides recommendations to leadership in regards to changes necessary to implement and manage the Veterans Farming Program.

Makes funding and budgetary decisions on behalf of the Veterans Farming Program and WDVA with delegated budget authority.

Responsible for all of the Veterans Farming Program grant and contract outcomes and required compliance and utilization of Enterprise Veterans Case Management System (EVCMS).

Plans, evaluates, and consults with staff and outside entities to identify problems, explores solutions and alternatives as well as recommending resolutions designed to meet the goals and objectives of the program.

Assists with making appropriate referrals and/or facilitates immediate assistance for program participants.

Analyzes and interprets data obtained through program wide surveys, client interaction and other processes.

Performs and manages varied research and statistical analysis in relation to conservation planning, evaluation and veterans’ involvement.

Qualifications
Required Qualifications:
Bachelor’s degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent AND two (2) years’ experience in related field.

Demonstrated experience with agriculture learning or incubator farms.

OR
Related and comparable experience may be substituted year for year for education.

Preferred Qualifications:
Master’s degree from an accredited college or university in public administration, agriculture, agronomy, forestry or related field.

Demonstrated skill in training.

Displayed experience as an agriculture producer.

Experience working within veteran services, and or familiarity with the federal Veterans Administration.
